Abstract
The Homeland Security Review is published by The Institute for Law and Public Policy at California University of Pennsylvania and is an interdisciplinary journal devoted to the discussion and analysis of issues related to the subject of homeland security. This edition contains selected papers from the 2013 Critical Infrastructure Symposium at West Point, N.Y. The Symposium theme was “full spectrum resilience,” and was hosted by The Infrastructure Security Partnership (TISP), the Society of American Military Engineers, the U.S. Army Corps of Engineers Engineer Research and Development Center, and the U.S. Military Academy at West Point. The Symposium was organized to be a collaborative learning community of students, educators, practitioners and government officials engaged in developing the next generation of critical infrastructure protection and resilience leaders, technologies and strategies. The Critical Infrastructure Symposium is not about policy, engineering, or asset protection. Rather, it is about the integration of these disciplines with economics, insurance, security and everything else needed to reach a complete and coherent approach to CIP/R. The Symposium is an important annual gathering for experts and institutions promoting critical infrastructure protection and resilience (CIP/R) programs and professional services. The Symposium’s main goals are to: • Promote the exchange of ideas and experiences among students, educators, practitioners and government officials developing CIP/R programs and professional services. • Offer Full Spectrum Resilience training and professional development to educators and practitioners. • Strengthen CIP/R professional, research and educational networks and establishing a broader CIP/R community of practice.
